The President must use poverty measures like IBRD (a major development bank) standards and similar tools to pick who gets U.S. development aid and make sure a substantial share directly helps the poor majority, especially those in absolute poverty. Where possible, programs that strengthen institutions or support science and technology must be planned and monitored so the poor majority ultimately benefit.
