The President can give help to other countries, either directly or through nongovernmental groups and international organizations, to meet the minimum standards to end trafficking. That help can pay for four main things: writing laws to ban and punish trafficking; investigating and prosecuting traffickers, including cases of sexual exploitation and related businesses; creating and running places and programs to protect victims; and expanding exchange and visitor programs for government and nonprofit staff who fight trafficking. Money available under other parts of this chapter and the Support for East European Democracy (SEED) Act of 1989 (22 U.S.C. 5401 et seq.) can be used for this help. Aid may be provided despite section 2420 of this title.
