Require programs to push for the biggest possible role for people in developing countries in their own economic growth by encouraging democratic private groups and local governments. Programs must match each country's needs and strengths, use local experts to build homegrown institutions, and offer civic education and skills training so people can take part in government and political life. Give research money to study political and social barriers to development and to learn how aid can back democratic trends. Review past and current programs and use what is learned to make them better. The agency mainly in charge must train its staff about these goals and about political and social issues in development. Up to 1 percent of grant funds may be used for that training.
