The President can give help through U.S. universities to support international agriculture and related environmental work. That help can be used to build skills and institutions in developing countries, support long-term university research and training for students, teachers, extension workers, researchers, and the public, connect U.S. universities with international research centers and organizations, and back specific research projects and national research systems in those countries. Programs must use and strengthen U.S. universities and their public and private partners to improve classroom teaching, local research, extension services that share practical farming information, and exchanges of educators and students. They must consider benefits to U.S. agriculture, coordinate with other federal, state, and private resources, and build on existing programs and agencies when practical. Activities should focus on food and farm needs, serve farmers and rural families, fit local conditions, be done in developing and transition countries, and improve ways to get knowledge to small farmers. The President must act through the Administrator, and the Administrator must run related special programs (for child survival, democratization, free enterprise, environment, and similar efforts).
