The President may use any funds provided later under section 2151a of this title to carry out the subpart’s purposes. Those funds can be used without following the rules in sections 2151h(b) and 2151t(d). Foreign currency the United States owns and the Secretary of the Treasury says is extra must be used as much as possible instead of dollars. Help given under this subpart is in addition to any allotments or grants from other laws. Universities may accept and spend public or private money to support these purposes. They must report all such funds, both expected and on hand, to the Administrator as the Administrator’s rules require, but at least once a year.
