When money from this chapter (except subchapter II) is used by or under the International Bank to develop the Indus Basin with South Asian and free‑world countries, the Bank’s rules for planning, costs, and feasibility may be used instead of this chapter’s or laws’ rules. The President may allow funds to ignore a shipping rule in another law if following it would seriously block the program, but other programs must be adjusted to compensate areas.
