Title 22 › CHAPTER 32 — FOREIGN ASSISTANCE › SUBCHAPTER I — INTERNATIONAL DEVELOPMENT › Part VI — Central America Democracy, Peace, and Development Initiative › § 2277
The Secretary of State must, within 180 days after December 27, 2020, work with the USAID Administrator and other federal agency heads to write and send a five-year plan to improve economic opportunity, fight corruption, strengthen democratic government, and make civilians safer in El Salvador, Guatemala, and Honduras — and to help reduce irregular migration from the region. The plan must set goals and actions for growing the economy (including private investment, reducing poverty, meeting urgent humanitarian needs, disaster preparedness, and better tax systems), fighting corruption (helping courts and prosecutors, seizing criminal assets, making hiring for judges and prosecutors merit-based, and improving accountability), strengthening democracy and rights (better local and national services, more open access to information, stronger independent media, protecting journalists and civil society, and fair elections), and improving security (carrying out the regional security initiative, professionalizing police and military, fighting transnational criminal groups, and boosting counternarcotics and anti‑trafficking efforts). The plan may include talks with civil society and businesses. It must have yearly benchmarks to measure progress on migration and the key areas above, and a public diplomacy part to explain U.S. help and warn about the dangers of irregular migration. One year after the plan is sent, and then each year for four years, the Secretary must report in writing on progress to Congress. The plan must be posted on the State Department website; a classified annex can be given to Congress if needed. "Appropriate congressional committees" means the Senate Committees on Foreign Relations and Appropriations, and the House Committees on Foreign Affairs and Appropriations.
