The USAID Administrator must try to make debt-for-nature deals support one or more of nine kinds of work carried out by the host government, a local conservation group, or both. These cover things like restoring or protecting oceans and atmosphere; saving plants and animals; creating and caring for parks and reserves; improving natural resource management and local conservation programs; training people and organizations; raising knowledge and public support for conservation; managing land and ecosystems; and promoting regenerative farming, forestry, fishing, and watershed methods. The Administrator must work with NGOs to find places that face an immediate threat of losing rare species or important ecosystems. The Administrator should also encourage as many eligible countries as possible to propose these swaps so many governments can see the benefits of sustainable development.
