The USAID Administrator must approve a country before it joins a debt-for-nature exchange by finding three things. The country must be truly committed to the project’s long-term success. There must be a long-term plan, made by the country or a private conservation group, or a promise to make one soon. A government agency or local NGO (or both) must have the skill, commitment, and environmental record to run and watch over the project for the long term.
