Money for this program must not be used to buy any land or real property for foreign military, paramilitary, or law enforcement forces. Renting property is allowed if the lease is no longer than 2 years. Money also must not be used to build facilities for those forces unless the President notifies the appropriate congressional committees at least 15 days before obligating the funds, using the same notice process as reprogramming under section 2394–1. Construction that would cost less than $750,000 does not need that notice.
