Title 22 › CHAPTER 32 — FOREIGN ASSISTANCE › SUBCHAPTER I — INTERNATIONAL DEVELOPMENT › Part VIII — International Narcotics Control › § 2291o
The Secretary, working with the Attorney General and the Secretary of Defense, may run a "Precursor Chemical Destruction Initiative" in certain countries to destroy chemicals used to make illegal drugs. The initial beneficiary countries are Colombia, Mexico, and Peru, but the Secretary can add or remove countries after notifying the Congressional committees that handle foreign relations, judiciary, homeland security, appropriations, and armed services in both the Senate and House. A "listed chemical" is defined in another law (21 U.S.C. 802). Not later than 90 days after December 23, 2024, the Secretary must send an implementation plan to those Congressional committees. The plan must include a multi‑year strategy with timeline, goals, budget estimates, expected outcomes for the region and each country, clear benchmarks, which federal agencies will do what, and a plan to address security and corruption and report results. Starting one year after that plan is sent, and each year after, the Secretary (with the Attorney General and Secretary of Defense) must give annual written updates on how the plan is being carried out, progress on the benchmarks, and the types and quantities of listed chemicals destroyed by each beneficiary country. Funding comes from amounts already appropriated for International Narcotics Control and Law Enforcement programs managed by the Department.
