Allows the President to help countries in the South Caucasus and Central Asia secure their borders, stop illegal drug trafficking, block spread of technology and materials tied to weapons of mass destruction (see 18 U.S.C. 2332a(c)(2)), and curb organized crime. Help can fund training for border guards, coast guards, and customs.
