By March 1 each year, the Secretary of State must send a report to the Speaker of the House and the Senate Foreign Relations Committee. The report must, as much as possible, say if any foreign military member or defense ministry civilian who took part in education or training under this part was later involved in a violation of internationally recognized human rights reported under section 2151n(d) of this title. The report must be unclassified but may include a classified annex.
