The President may use up to $800,000,000 to finish the agreed construction work, and that money can be used until it is spent. If Israel agrees to pay whatever extra money is needed beyond the U.S. amount and gives those funds to the United States in advance when they are needed, the President may sign contracts and make the commitments required to finish the work, but only to the extent Congress provides money in advance in appropriation laws. Money Israel provides can be added to the U.S. account to pay the bills or returned to Israel if it is not needed, as the President decides. Israel may use credits, loan proceeds made available under the Arms Export Control Act, or other financing to provide those funds.
