The President may provide help to foreign countries to strengthen their law enforcement against international terrorism (for example, bombings or hostage taking), despite other limits on aid except sections 2304 and 2371. It can include training and gear to detect and disable bombs, manage hostage incidents, improve security, and apprehend suspects.
