Stops the spread of nuclear, chemical, biological, and regular weapons by helping friendly countries with training and equipment so they can find, stop, watch, and block illicit weapons and materials. It also builds stronger U.S. ties by giving this help, carries out the goals in sections 5853 and 5854 of this title even beyond the independent states of the former Soviet Union, and supports multilateral work with international organizations to prevent proliferation.
