Title 22 › CHAPTER 32 — FOREIGN ASSISTANCE › SUBCHAPTER II — MILITARY ASSISTANCE AND SALES › Part IX — Nonproliferation and Export Control Assistance › § 2349bb–2
Beginning in fiscal year 2007, at least one-quarter of the assistance covered here must help friendly countries detect and stop proliferation-related cargo headed to non-state actors and to states of proliferation concern. Priority goes to friendly countries the Secretary of State finds are often used as transit points. The President may make cooperative agreements, including reciprocal maritime deals, to stop weapons of mass destruction, related materials, and delivery systems from being moved. Within 30 days of naming a country for priority help, the Secretary of State must notify the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate in writing, explain the reasons, and may submit the notice in classified or unclassified form.
