Summary

The President can provide education and training to military and civilian personnel from other countries to help stop the spread of dangerous weapons and materials. When possible, the training should be paid for by the participants. The Secretary of State must oversee these programs and can use other U.S. agencies to pick people and run specific courses. The training teaches technical skills like finding, stopping, watching, intercepting, and countering proliferation. It is also meant to build good relations with friendly countries and help them use their resources better. Priority goes to people from countries often used to move proliferation-related cargo.
