Provides $162,000,000 to the President for fiscal year 2003 to carry out this part. The money can be used even if other laws would limit it, except sections 2304 and 2371 still apply. The funds remain available until spent. Amounts provided by the 2002 foreign operations appropriations in two specific accounts for certain programs are treated as if they were provided under this part. Those programs cover four kinds of assistance: the Nonproliferation and Disarmament Fund, science and technology centers in the independent states of the former Soviet Union, export control help, and export control and border assistance under part XI or the FREEDOM Support Act.
