The Secretary of State must, working with other federal agencies as needed, review how well the United States can quickly and effectively provide emergency help to countries hit by major cybersecurity and ICT incidents. The review must find limits on that help and make a plan to improve agency coordination and remove those limits. No later than one year after December 22, 2023, the Secretary must send a report with the review results to the Committee on Foreign Relations and the Committee on Homeland Security and Governmental Affairs of the Senate, and to the Committee on Foreign Affairs and the Committee on Oversight and Accountability of the House of Representatives.
