By May 1, 1979, the President must send to Congress and publish in the Federal Register rules to create one personnel system for all employees of the agency that mainly runs part I of the Foreign Assistance Act of 1961. While making those rules, the President must keep the relevant congressional committees fully informed and consult with them regularly. Those rules cannot take effect until 90 days after they are sent to Congress so the committees can review them. If either House of Congress passes a resolution during that 90-day period saying it disapproves, the rules will not take effect. Once they do take effect, the rules act as law for that agency’s personnel and apply even if other laws conflict, unless another law clearly says it overrides them.
