When an officer or employee is assigned or detailed under sections 2387 or 2388, they keep being an employee of the United States and of the agency that sent them. They keep their pay, allowances, rights, seniority, and other benefits, and their salary and benefits keep coming from that agency’s funds or money made available to it under this chapter. An officer or employee assigned, detailed, or appointed under sections 2387, 2388, 2391, or 2384(d) may get representation allowances like those under section 4085, under rules the President sets. Paying those allowances and other benefits from available appropriations meets the requirements of section 5536 of title 5.
