The President may move or give money that is available under this chapter to any U.S. government agency. That includes money advanced by a foreign country or an international group for buying goods, defense items, military training, or services. The money can be used only for the purposes allowed by this chapter or by the rules that run the agency getting the money. A U.S. officer working under this chapter may use another agency’s services, facilities, or goods if the President tells them to or if that agency’s leader agrees. Money moved this way can be kept in separate Treasury accounts. When one agency buys or provides goods or services for these programs, it must be paid back from the right chapter funds. Payment is usually at replacement cost, actual cost if the law requires, or the extra costs the Department of Defense has when it provides certain services, or another agreed price. Payments go back into the agency’s current accounts unless replacement is not needed, in which case money goes to the Treasury. Except as section 2318 says, agencies that help under subchapter II must be reimbursed an amount equal to the value defined in section 2403(m) plus related expenses (not military pay or certain civilian retirement costs). Agencies may set up accounts on their books or, with the Treasury’s okay, in U.S. banks. Those accounts can issue letters of commitment that are recordable obligations and can be assigned under the Assignment of Claims Act of 1940. Credits by the Export‑Import Bank from these funds do not count against its limit under 12 U.S.C. 635e. Agencies may temporarily charge expenses to other chapter accounts but must finally charge the right accounts by the end of the fiscal year unless doing so would cost more to track than the benefit.
