Money provided under this chapter must stop being spent for any country, project, or activity if 35 days pass from the day the Government Accountability Office (GAO) or a Congressional committee that oversees the chapter gives the agency head a written request for documents or other materials about how the program is run. Spending can only start again after the GAO or the committee receives the requested materials, or after the President sends a certification that he has forbidden sharing them and explains why.
