Money set aside for foreign aid, including foreign military sales, cannot be used unless two things are true: Congress already approved spending it by law, and the amount spent does not go over a dollar limit set by law. Laws made before January 12, 1971 cannot be used to get around this rule. If a law is passed after the money was set aside that clearly allows the spending, then the rule above does not apply to the part the new law allows. No other law can change this rule except a law passed after January 12, 1971 that specifically says it repeals or changes it.
