When the President has to tell Congress or a congressional committee or officer about a finding or decision made under this chapter, the Foreign Military Sales Act, or the yearly Foreign Assistance Appropriations Act, the President must put that finding or decision in writing and sign it. No steps may be taken because of that finding or decision until it is written and signed. After signing, it must be put in the Federal Register as soon as possible. If the President thinks printing it would harm national security, only a short notice saying a finding or decision was made and naming the law and section will be published. Any congressional committee or officer that asks for information about one of these findings or decisions must be given the information, even if the formal report has not yet been sent.
