The Administrator of AID must set up a program, working with AID technical staff, regional bureaus, and country missions, to fund community-level infrastructure projects that reduce the worst effects of poverty or improve environmental safety and sustainability. Projects must take into account the host country’s development needs and possible export opportunities for U.S. goods and services. Examples include basic sanitation, water supply and treatment, pollution control, and rural infrastructure in countries receiving assistance under part I of the Foreign Assistance Act of 1961 [22 U.S.C. 2151 et seq.], and they should show measurable improvements in human and environmental health.
