When assigning U.S. officers and employees to run economic development programs in other countries, the President must only use ability and relevant experience. He must not consider a person’s race, religion, national origin, or sex. Starting six months after December 20, 1975, or earlier if the President decides, funds under this chapter cannot be used to help any country that objects to a U.S. officer’s presence for those programs because of race, religion, national origin, or sex. The Secretary of State must write rules needed to carry out these requirements.
