The President and Congress must make U.S. policy toward Korea together. If U.S. ground forces are reduced in South Korea, the cuts must be done slowly in stages that protect U.S. interests in Asia, especially Japan, and South Korea’s security. Carrying out the plan must also protect ties with Japan, support democracy in South Korea, and help keep peace among East Asian countries. The U.S. should talk with regional governments as needed, especially those directly involved. Implementation must be done in regular consultation with Congress. Paragraph (b)(2) was repealed by Pub. L. 103–236, title I, § 139(5), Apr. 30, 1994, 108 Stat. 398.
