To get benefits from the Facility, a Latin American or Caribbean country must meet several tests. Its government must be democratically elected, must not repeatedly support international terrorism, must cooperate on international drug control, and must not have a steady pattern of major human-rights abuses by the government or security forces. The country must also have, be approved for, or be making real progress toward certain IMF and World Bank programs or their equivalents (unless the President, after consulting the Enterprise for the Americas Board, decides those programs would cause serious social or environmental harm). The country must be moving toward major investment reforms and, if needed, have a satisfactory financing plan with its commercial banks, including possible debt reduction. The President decides which countries meet these rules. The President must notify the relevant congressional committees at least 15 days before formally naming a country eligible.
