The President may reduce debts the United States is owed that existed on January 1, 1992. These are concessional loans made to eligible countries under subchapter I, part IV of subchapter II, or earlier foreign economic assistance laws. The President can only use this power if Congress provides money for it in advance in appropriations bills. The debt reduction is not counted as assistance for laws that limit aid, and it can be done even if other statutes named in the law would otherwise limit it. The reductions are done by the Facility exchanging old loan obligations for a new obligation. The Facility must tell the agency that runs subchapter I about the exchange. After that, the old obligations are canceled, a new debt is recorded for the country, and the agency updates its accounts to reflect the change.
