Title 22 › Chapter 32— FOREIGN ASSISTANCE › Subchapter IV— DEBT REDUCTION FOR DEVELOPING COUNTRIES WITH TROPICAL FORESTS › § 2431i
Adds four members to the Enterprise for the Americas Board and gives the Board extra duties for this law. The new members include two U.S. government representatives — one must be from the International Forestry Division of the U.S. Forest Service — and two people from private environmental, scientific, forestry, or academic groups with tropical-forest experience. The President must appoint the Board chair, and that chair must be the State Department representative. The Board must advise the Secretary of State during negotiations of Tropical Forest Agreements. It must work in consultation with the beneficiary country’s government, that country’s and the region’s NGOs, and the country’s and region’s environmental, scientific, forestry, and academic leaders as appropriate. The Board must also review the programs, operations, and fiscal audits of each administering body.
