Title 22 › Chapter 33— MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE PROGRAM › § 2452a
Under the 1961 Mutual Educational and Cultural Exchange Act, the President can pay for exchange programs with countries moving from totalitarianism to democracy, including Poland, Hungary, Czechoslovakia, Bulgaria, and Romania. The money can fund studies, research, teaching, visits, and for people from those countries to train or work in U.S. businesses, trade groups, unions, chambers of commerce, or local, State, and Federal government agencies. The President can move money from other federal agencies’ travel accounts (not the Department of State) into the State Department’s account, but only with approval from the Committee on Appropriations of the House of Representatives and the Committee on Appropriations of the Senate. He can also accept gifts or cost-sharing to support the program.
