Title 22 › CHAPTER 33 — MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE PROGRAM › § 2452c
Allows the Secretary of State, through the Director of the Office of Overseas Schools, to run a grant program that helps U.S.-sponsored elementary and secondary schools in countries with mostly Muslim populations pay full or partial merit scholarships for students from lower- and middle-income families. In 2003–2004, the Office helped 189 such schools. These U.S.-sponsored schools are in more than 20 mainly Muslim countries across the Near East, Africa, South Asia, Central Asia, and East Asia and offer an American-style, English-language education that stresses critical thinking. Each school that gets a grant can set how to define lower- and middle-income families for its country or region. Grant money must be used only for the scholarships, not to run the Office. Schools join only if they want to. The Secretary must report by April 15, 2006 and April 15, 2008 on how the program worked and whether it should continue. Congress may fund the program with whatever sums are needed for fiscal years 2007 and 2008.
