Title 22 › Chapter 33— MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE PROGRAM › § 2461
The President can make agreements with the independent states of the former Soviet Union to use their Lend‑Lease debt repayments to pay for exchange programs between those countries and the United States for education, culture, and the arts. Part of the repayments must be in convertible currency to cover expenses for those studying or taking part in exchanges in the U.S. Money for these programs can only be used if Congress provides it in a spending law.
