Agency heads may send U.S. officers or employees to work for an international organization or to take unpaid jobs with a foreign government, as long as the person does not take an oath of loyalty to that foreign government. While on such assignment, the person stays a U.S. employee. They keep their pay, benefits, rights, and job seniority, and the U.S. pays their compensation and allowances. The President can allow them to get certain representation allowances like those in section 4085. The sending can happen three ways: the international group or foreign government pays nothing; it agrees to repay U.S. pay and travel costs; or it advances money, property, or services for specific uses, which can be held in a separate U.S. Treasury account and used or returned if unused.
