Title 22 › Chapter 6— FOREIGN DIPLOMATIC AND CONSULAR OFFICERS › § 254c
The President may, based on reciprocity and under whatever terms he chooses, give a diplomatic mission, its staff, their families, and diplomatic couriers privileges or legal protections that are either more favorable or less favorable than those in the Vienna Convention. The Secretary of State, with the agreement of the Attorney General, may do the same for a consular post, its staff, and their families. Before using that power, the Secretary must consult the House Committees on Foreign Affairs and Appropriations and the Senate Committees on Foreign Relations and Appropriations about when different treatment might be needed. The treaty is the Vienna Convention on Consular Relations (April 24, 1963), effective for the U.S. on December 24, 1969.
