Defines two key words used in this chapter. "Arms control" and "disarmament" mean things like finding, checking, inspecting, limiting, cutting back, or removing armed forces and weapons through international agreements, and include steps to set up international monitoring or to build up groups that keep peace. "Government agency" means any part of the executive branch — for example, departments, commissions, agencies, independent entities, or corporations owned all or partly by the United States — and other boards, offices, or officials in the executive branch.
