The President should create a working group to study how to verify a strategic arms reduction agreement and other arms-control deals, and to review whether the verification rules from the U.S.–U.S.S.R. INF Treaty (signed December 8, 1987) apply. The Agency must provide funds and keep a full database of verification ideas, research, technologies, and systems; collect, analyze, and share information on all current and possible U.S. bilateral and multilateral arms treaties covering nuclear, conventional, chemical, and space weapons; support related research; and report details to Congress each year.
