The Secretary of State must send a report about the sensors in the Comprehensive Nuclear-Test-Ban Treaty Organization’s international monitoring system by 90 days after December 27, 2021, and then every year by September 1. Each report must say how many times sensors were disabled, turned off, or had technical problems during the covered period. For every incident the report must give the sensor’s location, how long it was affected, and whether the Secretary believes the host country deliberately caused it. The report must be sent to four congressional committees: the House Foreign Affairs Committee, the House Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Armed Services Committee.
