Title 22 › Chapter 36— MIGRATION AND REFUGEE ASSISTANCE › § 2602
The President can lend money, give grants, make agreements or contracts, and do other transactions with people, companies, governments, government agencies, and international groups, inside or outside the United States. The President can also accept and use money, property, or services given by gift, bequest, grant, or other means. If the President decides it helps achieve the chapter’s goals, he may carry out these powers without following some federal rules about making contracts and spending money, except he cannot ignore the Renegotiation Act of 1951.
