Title 22 › Chapter 36— MIGRATION AND REFUGEE ASSISTANCE › § 2605
Lets money under this chapter be used for a range of program costs. That includes pay, allowances, and travel for staff (including Foreign Service members working mainly on this chapter), printing, buying supplies and services abroad, and other administrative and operating costs. It also covers hiring Foreign Service members on limited appointments for the length of the work, exchanging funds (without following 31 U.S.C. 543) and covering exchange losses, expenses allowed by the Foreign Service Act of 1980 and the Act of August 1, 1956, paying contractors for personal services abroad (those contractors are not treated as U.S. employees for Office of Personnel Management rules unless the Secretary of State decides 22 U.S.C. 2669(f) or other Secretary-run laws apply), and any other expenses the President finds necessary. Decisions, contracts, orders, and other actions made under laws repealed by this chapter stay in effect until changed under the authority of this chapter. Staff paid from these funds may give administrative help to the bureau personnel who carry out this chapter.
