When the United States speaks and votes at the Inter-American Development Bank, the African Development Fund, and the Asian Development Bank, it must push those banks to back local renewable energy. That includes promoting small-scale renewable projects, checking if renewables can replace fossil fuels in rural work, training technicians, funding research (including hydropower, biomass, solar photovoltaic, and solar thermal), sharing information with policymakers, adding renewables to energy planning, and coordinating with the Agency for International Development and other aid groups on rural energy programs. “Renewable resource” means an energy source that (1) meets rural community needs; (2) saves capital without wasting labor; (3) is modest in scale, easy to install and maintain, and manageable by local people; (4) is acceptable and affordable; and (5) does not harm the environment.
