Beginning September 30, 1997, Treasury must instruct U.S. reps at international financial institutions to oppose loans or fund uses for governments having cultural history of female genital mutilation and lacking education programs to prevent it, except for basic human needs. International financial institution: institutions listed in section 532(b).
