§262p–10 Enhancing the Transparency and Effectiveness of the Inspection Panel Process of the World Bank

Summary

Require the Secretary of the Treasury to tell the U.S. Executive Directors at the World Bank to make Management follow Procedure 17.55 so it prepares and publishes semiannual progress reports on how Action Plans are being carried out. Requesters and other Affected Parties must have two months after each report is posted to send comments. With requesters’ permission, those comments must be put on the World Bank and Inspection Panel websites (with or without naming the commenter). Management must send the reports and any comments to the Board, and the Board’s decisions about the reports must be made public. Tell the U.S. Executive Directors to keep pushing for a strong, independent Inspection Panel and to make sure people can bring claims to the Panel for projects funded by World Bank resources. Also ask the Independent Evaluation Group to review whether using a borrower country’s environmental and social safeguard systems gives the same project-level protection as World Bank policies. “World Bank” here means the International Bank for Reconstruction and Development and the International Development Association.
