The Secretary of the Treasury must tell the U.S. Executive Director at the World Bank to push for technical help that turns government-owned companies in countries getting World Bank loans into private, self-sustaining businesses. That help can use experts from the International Finance Corporation or the Multilateral Investment Guarantee Agency and may include valuing assets, reviewing sale offers, and creating market-based ways to transfer ownership. The U.S. Executive Director must report to Congress three times about this: the progress of privatizations, how the privatized firms are doing, and what development finance companies have contributed. The first report is due within 1 year after October 1, 1988, and two more are due 12 months and 24 months after that.
