The Secretary of the Treasury must tell the U.S. Executive Director at the Inter‑American Development Bank to strongly encourage technical help that turns government-owned companies in countries that borrow from the bank into privately owned, self-sufficient businesses. The goal is to help build the private sector. The technical help can include valuing company assets, advising on bids or tender offers, and creating or improving market-based ways to carry out the sales.
