§262p–4l Improvement of Interaction Between International Bank for Reconstruction and Development and Nongovernmental Organizations

Summary

The Secretary of the Treasury must tell the United States Executive Director at the International Bank for Reconstruction and Development to ask the bank’s board and managers to create ways to improve how bank staff work with local groups and nongovernmental organizations and to give field offices in borrowing countries more responsibility for project decisions. At a minimum, the bank must: train and add more professional staff based in Washington (as of November 5, 1990) to rotate through field offices; put at least one professional in each field office in charge of NGO relations and of preparing a local-impact report to include in the project appraisal; set up the Grassroots Collaboration Program; require borrower countries to hold open hearings during project identification and preparation before a loan; and create procedures so affected parties and NGOs can review project or policy loan plans in time before the Executive Board approves them.
