§262p–4l Improvement of Interaction Between International Bank for Reconstruction and Development and Nongovernmental Organizations

Summary

Requires the Secretary of the Treasury to tell the U.S. Executive Director at the World Bank to propose and press the bank to create 11 specific ways to do two things: make bank staff much better at working with local groups and nongovernmental organizations that will be affected by loans, and give the bank’s field offices in borrowing countries more power to decide on project proposals. At minimum, the bank must train and greatly increase the number of professional staff who were based in Washington, D.C., on November 5, 1990, and rotate them through field offices; put at least 1 professional in each field office to manage relations with local NGOs and write a report on project impacts using local views for the project appraisal; set up the Grassroots Collaboration Program; require borrower countries to hold open hearings during project identification and preparation before a loan is made; and create procedures so affected people and NGOs can review project information in time before the loan goes to the Executive Board.
