The Treasury Secretary must tell each U.S. Executive Director at multilateral development banks to make promoting U.S. exports a high priority. Those directors must look into complaints from U.S. bidders about contract awards to make sure the banks follow their rules and treat U.S. firms fairly. The Treasury must also appoint, in its Office of International Affairs, an officer for multilateral development bank procurement. That officer will connect the Treasury, the Commerce Department, and the U.S. Executive Directors’ offices and will work with Commerce to improve U.S. companies’ chances to win bank contracts. Multilateral development bank includes IBRD, IDA, IFC, Inter‑American Development Bank, Inter‑American Investment Corporation, Asian Development Bank, African Development Bank, and African Development Fund.
