Creates a new overseas job called Counselor for Nonproliferation and Political Military Affairs to raise the profile of U.S. work on weapons nonproliferation and political-military issues and to build a team of technical experts with country knowledge. The job must be filled by career Civil Service or Foreign Service officers who agree to move into the Department’s Nonproliferation Bureau or Political Military Affairs Bureau afterward. After selection, they must spend at least 10 months in language or technical training at the Foreign Service Institute or in courses offered by the Department of Defense, the Department of Energy, or other U.S. agencies, unless the Secretary waives the training.
